The actual problem is that LiteStep (well, the module doing the displaying, not the core) only displays 32bit control panel icons. Unfortunately it doesn't seem like it is easily fixable. However, i think newer versions of LiteStep will launch the 64bit version of explorer (depending on your settings); so you can get to the control panel that way.
