Switching focus between two CScrollWindowImpl based windows

Hi,
I have essentially two bitmap displaying view windows based on CScrollWindowImpl and am not able to switch focus from one view to the other. The window heirarchy is:

             CMainFrame
                   |
            CSplitterWindow_______________ _ _
		   |			
	    CHorSplitterWindow____________________________
		   |		                          |
		   |                                      |
	    CPaneContainer                          CPaneContainer
		   |		                          |
	    CMyBitmapView                             CBitmapView

I call CHorSplitterWindow.SetActivePane(...) on creation but then focus doesn't change to the other scrolling bitmap view when clicking with the mouse or tabbing as I'd expect. The scroll bars themselves, in each view, work with the mouse, but the mouse-wheel messages always go to the same window.
If I click on the view without focus, use Alt-Tab to go to another Application, then Alt-Tab to switch back to that view then it does get the focus and gets mouse-wheel messages!
Am I missing a handler, forwarding or similar?
