App Wizard Mobile fails (WTL8.1)

sorry, i am not good at English.
I installed Windows Vista + Visual Studio 2008 Pro SP1 + Windows Mobile 6 Pro SDK + IE8.
(The workaround fixed IE8.

Today, I installed WTL8.1.9127. When I start WTL Mobile Application Wizard, it doesn't work.
However, when the following files were edited, it works.
AppWizMobile/Files/WTLMobile.vsz

+ Wizard=VsWizard.VsWizardEngine.9.0
