How to write a MSN 9.0 like beautiful UI by WTL?

Hi, guys,
I known some about changing skin of application. But, it seems for MFC.
I used Spy++ to probe MSN. I found there only one window on MSN GUI. Everything is drawn by Microsoft, even the RichEdit box. There is no common control on MSN GUI. And, In my mind, if draw everything by developer itself without any other framework is too complicate. Does Anybody know the right way to implement such application?
