It can in theory, but since the control has no windows, the message it receives through IOleInPlaceObjectWindowless::OnWindowMessage. The container has a responability to call this method. The Ole Control 96 doesn't say what messages the container should dispatch. If you want know it in detail, download OLE Control 96 (OC96).
