Hyperlink Tooltip won't show up twice

I noticed an odd behaviour with CHyperLink tooltips.
When you hover the mouse on the HyperLink up to Tooltip expiration the tooltip won't show up again.
This is on XP, I have no problem on Vista.
It is not a big issue, I was just wondering if it is a normal Tooltip behaviour or if there is a bug somewhere.
Any idea ?
