I might suggest:

1) Open a support incident with Microsoft.  If they confirm a bug, I believe it's free or doesn't use up one of your MSDN incidents.  They will probably ask for a demo project that reproduces the problem, so you might want to have something like that on hand.

2) What if you used custom draw?  You might try this, and just experiment with returning just CDRF_DODEFAULT from OnPrePaint.  If that doesn't work, perhaps doing some of your own painting via custom draw would be a workaround.  Custom draw is pretty simple to do.

This certainly sounds like a serious bug in Windows 7 common controls.
