Startup segfault

Hello again,

OK, I'm a liar.  I did look into it.  To recap, if there is
configuration data for a plugin in the config file, but the plugin is
not installed then the panel segfaults on start up.  I'm wondering if
the fix isn't as simple as:

http://elitists.net/~kain/startup-patch

It seems to work for me.
