If the tabs you're talking about are buttons from the Window Buttons plugin, then you'll need to authorize drag-and-drop in the plugin settings -> sorting order. The fact that it's apparently possible to drag-and-drop buttons without this having any effect when this option isn't selected is a little confusing, but we can't really do otherwise, as it's also possible to drag-and-drop buttons in the pager plugin (in miniature view).
