I don't have any information about XFCE design guidelines to share, but
I would suggest looking at two existing GTK-based PDF applications,
evince (GNOME) and atril (MATE) for compare-and-contrast purposes.  I
would never discourage your project, despite existing competition.  We
can always do better!

I like atril personally, as I find the typical GNOME application
interface entirely unusable, but there is some inspiration and ideas to
be found there.
