But if Firefox is running in a different window do you get taken to
it? I don't want that to happen.

I'm using Vivaldi.

Strangely the problem I was seeing seems to have disappeared now. It
started after moving from xubuntu to Debian but now, as I said, it's
all working as I want - click a link and it opens in a tab in my
running Vivaldi but **doesn't** move focus to Vivaldi.
