It's seemingly "mandatory" (a hard dependency) for xfce4-panel (at least
on my, probably incomplete xfce4 install), but xfce4-panel is not
"mandatory" (a hard dependency) for the xfce4 DE. You can choose another
panel or don't use a panel at all.
