Solved Re: App panel tab name control?

Settings -> Panel -> Items -> Window Buttons -> edit -> Windows Grouping 
- Never

Turns off grouping and then tabs get reasonable labels.

Also with Mousepad:

Mousepad Preferences -> Window -> Open files: In new windows.

Sigh.
