help about server flags

Hi All,
 
Setting up the server flags DontVTSwitch, DontZap etc to true in the
XF86Config file and the restarting the 
X stops the switching between the terminals using Ctrl+Alt+F (1-6).What
exactly is happening in the background during this?
Does this mean Ctrl+Alt+F (1-6) are handled by the XServer? Is there any
programmatic way of stopping this switching between 
Terminals rather than changing XF86Config file directly?
Your help will be greatful.
