It is a cooperative process.  Ordinarily, the kernel console driver 
handles VT switching by itself.  When XFree86 runs, it tells the kernel 
that it wants to handle all VT switching when it is the current process. 
Once a handler has been registered, the kernel is no longer involved.  
So, if XFree86 never releases control, no other VT can get in.
