How Xserver build the makefil for dirver?

Dear All:
I need to build the via driver within XFree86_4_3 but I found via didn't
support the driver until 4.4. 
I directly copy the via folder to the driver directory in 4.3, but the
makefile cannot been build after typing "make World".
Is there any configure file I need to modify?
