Swapmeta ignored

I'm using XF86 4.1.0.1 with Debian (woody) on a Powerbook G3 (pismo).

I'm switching window managers from WindowMaker to evilwm.  I have
Option "XkbOptions"    "alt:swapmeta"
in my XF86Config-4 file, and it works fine in wmaker, but the meta and
alt keys are "normal" in evilwm.  Since I'm hacking evilwm to my tastes
anyway, is there anything I can do to compel it to swap the meta key?
Or do I need to upgrade my X server?
