I take my words back: <user%domain@> worked and I got the message relayed.
This *is* an open relay.
It doesn't invalidate my point though: for each black list carefully and 
responsibly managed there are ten that are completely arbitrary criteria 
and block addresses not related in any way to spam (e.g. MAPS).
