REPORT:

setxkbmap in the recent 4.3 snapshot gives unpredictable results.

* Locale is set to en_US.UTF-8

* gnome-terminal is using the Nimbus Mono L font, which includes both latin 
and cyrillic character sets.

* setxkbmap -option grp:shift_toggle 'ru(phonetic)'

* In 4.2, hitting both left/right shift keys toggles the keyboard 
between latin and cyrillic character input for all existing applications, as 
well as new applications started from that point on.

* In 4.3, hitting left/right shit keys does not seem to have 
any effect on existing applications: gnome-terminal continues to receive 
latin keyboard input.

* If, afterwards, another application is started, such as gedit, gedit will 
now receive cyrillic keyboard input (meanwhile the original gnome-terminal 
window still receives latin keyboard input).

* Hitting left/right shift keys a second time has no effect on the first 
gnome-terminal window; but gedit stops responding to keyboard input 
altogether.

* Hitting left/right shift keys a third time results in gedit receiving 
cyrillic keyboard input again.  Still no effect on the existing app.
