Is the any way to convert .SFP HP Pcl bitmap font file to TrueType

Hi, All, 
I'm working on classical mongolian font development. ( Vertical )
I've recieved a nice SFP bitmap font from the author. And we would
like to convert it to  Truetype. 
Is there any way to convert it?
