Mark, If I understand you correctly, there is _no_ problem with the governance of XFree86. This could be easily demonstrated by solving the the main perceived problem: contributions are being ignored/lost/delayed/whatever. Unfortunately, there doesn't seem to be attempts to do that beyond starting a bugzilla. The current leadership needs to show it's leadership by proposing a coherent solution to to what you yourself have acknowledged as a serious issue. However, XFree86's current leaders seem to be doing nothing but 'speaking for themselves'.
