Well, XFree86 already includes lots of things I'd call surrounding
technology. I don't think xterm or xedit are really part of X in any
meaningful sense, for example.

Umbrella projects tend to absorb all kinds of random stuff, just
because it's more efficient. As long as it's kept modular, there's
really no reason they shouldn't absorb stuff. GNOME the umbrella
project probably contains more modules that aren't in the 
"GNOME Desktop and Developer Platform Release" than modules that *are*
in it. (That release is probably what you think of as "GNOME")
