I agree with the CVS comments, but I also think that some form of 
CVS policy guidelines should exist in writing on the website 
and/or the source tree which everyone getting added to the access 
list must read and acknowledge understanding of, and then stick 
to the guidelines.  Of course the guidelines should be loose 
enough to allow for people making mistakes occasionally too, but 
firm enough that people don't go randomly changing whatever they 
like on a whim.  I posted some suggestions to this effect in a 
different mail earlier.

Well, at least now we can both praise him and jump on him in
