I don't think it has to be a single organization, but the dividing
lines need to make some kind of sense and there needs to be mutual
understanding on what they are, I think. Otherwise you'd get endless
confusion/conflict.

I guess the test is, say I have some project I want to do Foo, it
should be pretty clear where I would go to do it.

Or if I have some technical or nontechnical problem I want to address
Bar, it should be reasonably clear what mailing list to post to to ask
about it.

That only makes sense, right?

So the next step then would be to propose a strawman dividing line or
definition of XFree86 vs. "stuff other people should do."
