   I don't think so.  I've not seen a case where this has 
worked.  Even if you do think it could work, there's nothing
that says XFree86 itself has to do this.  There's nothing to
stop you from persuading people and/or companies to code or
fund coding.  Precision Insight tried to do this, but I'm not
sure I would call it a success.  Basically, very few organizations
are interested in funding this sort of thing, and I've found
that the people interested in doing coding themselves are 
already doing it.
