Project transparency through open tools.

Like the subject says, wouldn't the entire project be able to make
itself much more transparent to the rest of the community by using open
tools? A good example of an open tool is Bugzilla - not only would
users be able to watch and interact with the bugs affecting them, but it
would also be of great benefit to the XFree86 developers.
Most open source projects of this magnitude (KDE and the Debian
GNU/Linux distribution to name two) use an open bug tracking system. Is
there some unspoken reason for not doing this?
Also, roadmaps and such could be easily published as well. Mozilla
makes information readily available
(http://www.mozilla.org/roadmap.html) to anyone who wants it.
