Snappy GUI response

Why is the GUI response of Windows snappier than those of RedHat 8.2/Mandrake Linux 9.1? I have observed this when using Mozilla (vs IE), KDE start menu (vs Explorer) and in most other GUI Windows in general. Can linux GUI response be faster compared to Windows? I don't know if this is due to X or the kernel, or KDE. I don't have any idea about Linux/Unix system programming but will try Intel C++ compiler on my kernel just to see if it will make the system snappier. I like Linux and don't have any problem with its tools/software/system compared to Windows except for the speed. That's all. thanks
