xfree86 will not open

Hello,
   I'm trying to install xfig onto my computer and
need xfree86 to use it. I've installed xfig, cygwin,
ghostscript,and gsview. I was told to go into the
cygwin bash window and type in startx and the program
should begin. This is the response I get:

X connection to :0.0 broken <explicit kill or server
shutdown>.

I was told to enter: 

echo $DISPLAY 

and this would solve it. I get the correct response in


LOCALHOST:0.0

but the program still will not work. I was then told
to enter the command

xhost + localhost

When I do that I get this response 

xhost: unable to open display "LOCALHOST:0.0"

Does anyone know what is going on? Please help me.
