but we are the users, just like they are the citizens.

if a developer has put in a certain amount of time into
xfree86 development i think he should be given the right
to both vote on matters of importance and more importantly
should certainly be allowed to maintain his code. 

but agreed,
this shouldn't mean that "citizens" are allowed to vote.
