My suggestion would be to discontinue the fixes list and use
bugzilla for submitting a patch. This way a true communication
could start on this ticket, the submitter could attach changed
versions to the same ticket and the state of the ticket could
be tracked. 
If the patch was rejected the person rejecting it could post
a reason.
