I'm suspecting the real issue is related to the fact that the way the X
windowing system works, a networked client-server model, is not the way
most non-core developers would implement a windowing system today.

Thus, in order to avoid the system to evolve in the wrong direction,
(maybe even breaking the X11 protocol, which is simply unthinkable of in
the X11 world), new developers needs to be "educated" in the one right
way before they are allowed to contribute to the XFree86 codebase.
