We (the Core Team and Keith Packard) are currently discussing how best to go
about this. Keith has changed his position on disclosing his emails; we are
waiting for the rest of the Core Team members involved in the relevent
thread to object or consent to their emails being disclosed (everyone needs
the same level of courtesy on the issues of disclosing private email). We
are also discussing appointing some sort of auditing "team".

Impartial is obviously critical. I'm not sure about qualified. If we go this
route, I guess I sort of see the outcome being a clean-room synopsis of the
email/timeline, with opportunity to review & comment by both sides, which I
don't think requires any particular expertise.

Definitely more than one. I don't think there's any voting, per se, so I
don't think there's a need for an odd number - there's no winner or loser
here, simply an indepdently-generated synopsis for others to draw their own
conclusions from.
