Good question.

For what's it worth, Markus Kuhn spent some time trying to get the
UTF8_STRING selection target and property type into the ICCCM.  After
a few months of rather unsatisfactory interaction with X.Org, he gave up.

(Note that I'm not implying bad will on the part of the poeple Markus
spoke to.  They seemed to simply be busy with other things, and
unable or unwilling to spend any more time on the issue.)
