Very true, but there are two other issues above and beyond X.org
revising its participation and voting:
 o many stakeholders in the X community are not involved in XFree86 at
 all; how are their voices heard and weighed? 
 o and there is also the meta issue of how processes in X.org get defined 
   and evolve.

FSG is another possibility; I haven't studied their bylaws and processes.
I was asked to stand for nomination there a year or so ago, but due
to my other commitments, decided against before studying its organization,
processes and bylaws.
