Is there any public policy about how list management is controlled?
Who decides what lists exist? Who decides when several lists are
merged together? What would it take for a new potential developer to
propose a new mailing list?

What exactly do you and Egbert have against one devel and one bug tracking
list?
The kernel works with one list, and not even an official other one for
subtopics.
If you belong like I do to linux-fbdev you will get linux-fbdev and kernel
when they
cross post?  Why not do the same?  Go to sourceforge, make a list and then
cross post?
