This was historically the case. I'm not sure when we stopped accepting docs
under those terms, but it was a while ago (years). The private-access stuff
applied to (a) X Consortium code (long a dead issue), and (b) stuff we got
under NDA. Neither is relevent any more, and that was the reason we did away
with formal membership (since we no longer had to worry about the
accountability).
