The simple solution to this IMHO is simply to split out the XFree86 
device driver code from the core code for X11 itself. If the device 
drivers are built and maintained separately, they can have an accelerated 
release schedule while the stuff related to the core X11 protocols, 
extensions and so on can be developed at a slower pace.
