The 'ca' keymap is overloaded with symbols.  There are up to 5 symbols per key
there and the additional modifier is needed to access fifth symbols.

I'm going to make some additional variants of 'ca' keymap.  Among Microsoft's
keyboard layouts there are three variants of Canadian keyboard - "French",
"French (Legacy)" and "Multilingual".  Two first use only AltGr modifier and
the last only really needs an additional modifier that is RightCtrl too.

I hope many people would be satisfied if thay could choose simpler French
Canadian keymap.
