Forcing XFree 4.1 xdm to use _0 versions of configuration files

In XFree86 4.1, how do I force xdm to use *_0 versions of files like 
Xsetup, Xstartup? The display is :0, but xdm is not executing the _0 
file version. For example, I have disabled xconsole in the options file, 
but it continues to start, since the non _0 version does not inspect the 
options file.


FWIW, this is a Debian 3.0 system.
