I heard there were similar problems with Polish(ed) Linux Distribution.
The leader ceased write CVS access or something like that and the project
stagnated, there were internal fights etc.

Generally, other developers got rid of leader and introduced more democratic
project management principles.  PLD still doesn't strive, despite of 
procedures involved, so this solution may be questionable. 

You may always consult PLD developers (http://www.pld-linux.org) in order 
of getting a clue of what you can do about stubborn project leader :)
