Because if the documentation is not in the tarball with the rest of the 
app, a fraction of people who otherwise would will ever see it. At least 
svn would allow us to get past CVS' very crappy (lack of) permission 
granularity...you'll be able to give people commit access just to any 
single given directory (Documentation, for example)
