I dont't know what the mail program makes of it, but when I say 
echo 'ä' > t and then hexdump the file t, the output is "a4c3 000a", 
which IMO proves that the proper utf sequence has been produced. And
if my keyboard produced latin-1 encoded chars, wouldn't menu entries
be garbled, too?
