There are many ways (either non-standard, or slow), but I think that
easiest is to create default for first workspace, then manualy edit
~GNUstep/Defaults/WMState, look for Workspaces section, syntax is simple:
  Workspaces ( {worskpace1 desc.}, {worskpace2 desc.}, ...)

Copy desired section for each workspace ...

i.e.

Workspaces (
  {
    Clip = {
      ...
    };
    Name = First Workspace;
  },
  {
    Clip = {
      ...
    };
    Name = Second Workspace
  }
);
