If I understood correctly, the problem lies in the fact that the switch
panel will pick up any mouse movement, even if it is unrelated to the
process of selecting a window. Here are my step-by-step instructions:

 - Move your mouse in the middle of the screen
 - Press Alt-Tab: the switch-panel pops-up, and one of the appicons [A]
   happens to be below the mouse cursor. Keep Alt pressed all the way
   through the rest of the experiment
 - Slightly move the mouse cursor (1px is enough): the appicon [A] below
   the cursor is selected
 - Presse Tab several times to "move away" from that appicon
 - The slightest cursor move will bring you back to appicon [A]

My suggestion (to the developpers): take mouse movement into account only
on *entering* an appicon in the switch panel. This because with an
"ordinary" mouse (not a trackpoint or the like), it can be difficult to
completely stop moving the mouse.

Vigil, is it the problem you described?
