Assuming you've installed wmaker in /usr/local (default), then the
following will correct the missing icons for WPrefs...

mkdir -p /usr/local/GNUstep/Applications
ln -s /usr/local/share/WPrefs /usr/local/GNUstep/Applications/WPrefs.app

There was a patch flying around some time back enhancing the code to
check in /usr/local/GNUstep.. but as of yet, I haven't seen an obvious
env or config file change that fixes the issue.
