CirculateRaise not acting as expected

First off a quick congrats to all the guys who worked to get
WindowMaker 0.92 out the door.

Second, I have an issue with raising windows to the fore when
they receive focus.  Previously when I Alt-tabbed between windows
the currently focused window would stay in its position in the
stacking order until I explicitly initiated a command to bring
it to the fore (Mod1+up) or send it to the bottom (Mod1+down).
Now, however, when focus is placed on a window it is immediately
placed on top regardless of whether CirculateRaise is set to
NO or YES.  I've seen this behavior with and without the Switch
Panel enabled.

Has anyone else seen this behavior?  If so is this a bug or is
my understanding of the meaning of CirculateRaise incorrect?
I've found the place in the source code that enables the "don't
raise that window unless I say" but if anyone has any ideas that
don't involve patching the code I'd be much obliged.
