No problem for me. I too run debian-testing, WM 0.91.0 and
XFree 4.3.0.dfsg.1-14 and my wheelmouse (IMPS/2) works as it should.
Could be somthing with the mouse or the driver, I used to have a mouse
that from time to time jumped down to the left corner.
