Because gimp starts with a splash screen and takes a few minutes to do
it's thing.

When it's done, it opens a different window...which will open on the
current workspace.

Mozilla/netscape/firefox/etc all do this as well, though without the
splash screen. (ie, start it on one workspace, switch to another workspace
before the window is up, and the window opens on the current workspace)
