JPEG library trouble on red hat 9

wmgroup:
 
I have installed wm on red hat 9. when I first ./configured the file output
said I needed the jpeg library package installed to use jpeg images with wm.
I have since downloaded the referenced package and then make, make
installed... but I still don't have the ability to see jpeg images such as
desktop backgrounds. What can I do to make sure this feature is available?
