[Ebbc-Talk] Summary of my comments on the draft BART Bicycle Plan

RE: BART BICYCLE PLAN: Modeling Access to Transit

Attached are my personal comments on the April 2012 draft of the BART bicycle plan.

Although I am a member of the BART Bicycle Advisory Task Force (BBATF), the attached comments represent only my own views and 
not those of the BBATF or any of its members. (NOTE: the BBATF has not formally reviewed or voted on the current draft bike plan.)

I have copied the members of the BBATF on this email in order to inform them of this submission. No response from them is required.

These are my top five recommendations, with reference to my more detailed comments (attached),
which are correlated to the numbered strategies in the draft bike plan:

SUMMARY LIST OF TOP FIVE BART BICYCLE PLAN RECOMMENDATIONS

 1. End the bikes-only blackout periods as soon as possible—or at least study ending the blackouts objectively on an equal basis 

    with all other options (ref: 4.2).

2. Allow bicycles on all BART escalators and add stair channels at all stations, improving both passenger safety and bicycle access (ref: 1.3, 1.4).

3. Ensure that all new/retrofitted BART cars carry 4-6 bicycles per car (ref: 4.1).

4, Install ADA-accessible fare gates at all stations as needed (ref: 1.6, 1.7).

5. Expand funding for BART Police Department’s superb and growing anti-bike-theft efforts (ref: 2.1, 2.2, 2.3, 5.6).


Thank you for considering my attached comments. I look forward to the rapid implementation of BART's 2012 Bicycle Plan for improved 
bicycle access, If all of BART's existing barriers to bicycle access are removed, I believe BART will see bicyclists become far more than 
8% of all BART riders, leading to significant increases in overall ridership and fare revenue.
